Department of Homeland Security (DHS) Secretary Kristi Noem has terminated the controversial Quiet Skies surveillance program of the Transportation Security Administration (TSA), calling it a costly failure that was weaponized against political opponents of the Biden administration.

Established in 2010, Quiet Skies is an invasive surveillance initiative that costs taxpayers $200 million annually. It is designed to flag passengers for enhanced screening based on intelligence, travel patterns and suspicious activity.

However, the DHS claimed that this program failed to identify or prevent a single terrorist attack for eight years. Instead, Quiet Skies was routinely weaponized to target conservatives while shielding politically connected individuals from scrutiny. As a response, the DHS announced on June 5, Thursday, that it will dismantle the program. The department also disclosed that TSA will continue standard vetting procedures, including REAL ID verification. Additionally, Noem called for a congressional investigation into the program’s alleged misuse.

“It is clear that the Quiet Skies program was used as a political rolodex of the Biden Administration – weaponized against its political foes and exploited to benefit their well-heeled friends. I am calling for a Congressional investigation to unearth further corruption at the expense of the American people and the undermining of US national security,” said Noem.

“TSA’s critical aviation and security vetting functions will be maintained, and the Trump administration will return TSA to its true mission of being laser-focused on the safety and security of the traveling public. This includes restoring the integrity, privacy and equal application of the law for all Americans.”

DHS holds evidence detailing the politicization Quiet Skies

The decision of the DHS comes after collecting pieces of evidence detailing the politicization of the Quiet Skies program under the Biden administration.

For instance, William “Billy” Shaheen, husband of Sen. Jeanne Shaheen (D-NH), received a blanket exemption from Quiet Skies monitoring despite traveling three times with a known or suspected terrorist. Former TSA Administrator David Pekoske reportedly granted the exemption after direct lobbying from Jeanne.

Meanwhile, former U.S. Rep. Tulsi Gabbard, who publicly criticized former Democratic Vice President Kamala Harris and her leadership in a 2024 Fox News interview, revealed that she was placed on the Quiet Skies watchlist shortly afterward. Gabbard, who is now the Director of National Intelligence under the Trump administration, faced additional screening and surveillance despite no evidence of wrongdoing.

“I think they were trying to intimidate me, but also, they were trying to really create this chilling effect, probably knowing that I wouldn’t stay silent about it and send a message out to people that if you go and criticize then-Vice President Kamala Harris … you too, would face the consequences,” Gabbard said in an interview on May.

The exemption list also included foreign royalty, elite politicians, professional athletes and favored journalists, raising concerns about selective enforcement and abuse of power.
