This bill ends abusive spread pricing, boosts transparency for Medicare Part D, protects community pharmacy access, and delinks pharmacy benefit manager (PBM) compensation from drug prices, all of which will lower drug costs for seniors.

On behalf of AMAC Action, the advocacy affiliate of the Association of Mature American Citizens (AMAC), with over 2 million members nationwide, I write to express our enthusiastic support for your PBM Reform Act.

Our members who have contributed a lifetime of work, service, and sacrifice deserve affordable, reliable access to the medications they depend on. Unfortunately, in recent years, we have heard from too many seniors who have faced skyrocketing drug prices, shrinking pharmacy access, and an increasingly opaque prescription drug system. At the heart of this crisis lies a group of unaccountable middlemen: pharmacy benefit managers (PBMs).

For far too long, PBMs have operated without meaningful oversight. These corporations manipulate pricing behind closed doors, siphon off rebates meant for patients, undercut independent pharmacies that serve rural and suburban communities, and ultimately drive up out-of-pocket costs for seniors living on fixed incomes. The current system is broken, and seniors are paying the price.

Your legislation is a direct and necessary response to this long-standing problem. The PBM Reform Act rightly:

  • Ends abusive “spread pricing” practices that rob both taxpayers and community pharmacies;
  • Introduces critical transparency measures under Medicare Part D;
  • Requires fair and reasonable pharmacy contracts that protect local access;
  • And delinks PBM compensation from drug prices, removing perverse incentives that have harmed patients.

We applaud your leadership as a pharmacist and a public servant who has seen firsthand the damage PBMs have done to American families and small-town pharmacies alike. It is especially encouraging to see members from both parties come together in defense of patients, seniors, and small businesses. AMAC Action is actively urging Congress to pass the PBM Reform Act to restore transparency, fairness, and accountability to our nation’s prescription drug system. We stand ready to help you pass the PBM Reform Act in the 119th Congress.
