The U.S. Election Assistance Commission (EAC) is accepting public comments on a petition that would require documentary proof of citizenship (DPOC) when registering to vote in federal elections. AMAC Action has launched a major campaign to support this proposed rule, which is a critical step toward restoring integrity and trust in America’s election system.
In less than a day, AMAC members have already submitted more than 6,700 public comments through the campaign portal—demonstrating overwhelming support for ensuring that only eligible U.S. citizens can vote in federal elections. With the comment period still open, AMAC Action is urging even more Americans to speak up and join the effort to close one of the largest loopholes in the federal voter registration process.

Under current law, voter registration for federal elections relies on an honor system; applicants merely check a box attesting that they are citizens. There is no requirement for election officials to verify that claim. This unverifiable self-attestation invites fraud, fuels public skepticism, and undermines the legitimacy of election outcomes.
“This issue is critical to the integrity of our democratic process,” said Andy Mangione, AMAC Action Senior Vice President. “Requiring documentary proof of citizenship is common sense and long overdue. The American people deserve to know their votes won’t be canceled out by individuals who are ineligible to participate.”
The National Voter Registration Act grants the EAC the authority to require documentation to verify voter eligibility. If passed, the petition would allow voters to present a wide range of documents to prove their citizenship, including:
- U.S. passport or passport card
- Certificate of Naturalization or U.S. Citizenship
- REAL ID-compliant driver’s license or state ID
- U.S. military or dependent ID
- Enhanced Driver’s License or Tribal Card
- U.S. Citizen ID Card
As AMAC Newsline has previously reported, data from the Public Interest Legal Foundation (PILF) shows the noncitizen voting problem is already widespread. In Pennsylvania’s Allegheny County alone, 139 noncitizens were registered between 2006 and 2018 – 27 percent of whom voted. In Michigan, more than 1,400 noncitizens were removed from the rolls over the past decade. Similar issues have been reported in Arizona and North Carolina, among others.
PILF’s research shows that these incidents are only the tip of the iceberg, as many states conceal or ignore noncitizen registration. With more than 24 million noncitizens currently living in the U.S. and millions more having crossed the southern border under the Biden-Harris administration, the potential for abuse has never been greater.
Meanwhile, dozens of states still do not require photo ID to vote, and many accept forms of ID – like student IDs or standard driver’s licenses – that make no distinction between citizens and noncitizens.
AMAC Action has made stopping noncitizen voting a top priority in 2024, mobilizing members in support of legislation like the Safeguard American Voter Eligibility (SAVE) Act and backing constitutional amendments in several states that would limit voting to U.S. citizens only.
“This petition before the EAC gives the American people a real chance to secure our elections,” Mangione said. “With one clear rule, we can restore confidence and keep our voter rolls clean. Now is the time to act.”
