AMAC Action Commends House Passage of H.R. 4, the Rescissions Act of 2025
AMAC Action commends the U.S. House of Representatives for passing H.R. 4, the Rescissions Act of 2025. This legislation, which AMAC Action strongly supported on behalf of over 2 million AMAC members, is a bold step toward restoring accountability to the federal budget and ending years of runaway spending.
H.R. 4 codifies a $9.4 billion rescissions package submitted by President Trump and developed by the Department of Government Efficiency (DOGE) to root out some of the most egregious examples of waste, fraud, and abuse in the federal budget. The bill advances key fiscal reforms by defunding programs that no longer serve the public interest – and in many cases, never did.
Among the most significant cuts in the package:
- $8.3 billion in foreign aid spending, much of which supports controversial initiatives abroad that promote radical partisan ideological agendas instead of American interests.
- $203 million in rescinded funding from failed United Nations missions widely criticized for mismanagement and abuse.
- $169 million in cuts to global bodies such as the World Health Organization and U.N. Human Rights Council that repeatedly undermine U.S. national interests while relying on American taxpayer dollars.
- $33 million in carryover funds from expired appropriations that have gone unused and unexamined.
- $1.1 billion in federal subsidies to the Corporation for Public Broadcasting, which bankrolls NPR and PBS – outlets that have become overtly partisan and blatant pushed a left-wing political agenda.
Speaker Mike Johnson hailed the bill as “a critical step toward a more responsible and transparent government,” adding that “under President Trump’s leadership, your taxpayer dollars are no longer being wasted.” He further called out House Democrats for defending the “toxic status quo” and opposing reforms simply because they were spearheaded by Republicans.
AMAC Action strongly supported H.R. 4 and sent a letter to House Majority Leader Steve Scalise urging its swift passage. The letter, sent prior to the vote, read in part:
“Seniors across this nation are disproportionately impacted by the effects of inflation and deficit spending, especially those living on fixed incomes. We applaud the introduction of H.R. 4, which would rescind $9.4 billion in wasteful and unnecessary spending, as identified by the Trump Administration under the authority of the Congressional Budget and Impoundment Control Act of 1974.”
Under the Impoundment Control Act of 1974, Congress has 45 legislative days to act on a rescissions package after it is submitted by the President. Because this process requires only a simple majority vote in both chambers, the Senate now has a clear path to enacting these long-overdue cuts.
“This is a major win for AMAC members and for every American demanding real spending reform,” said AMAC Action Senior Vice President Andy Mangione. “The House has taken a decisive step toward restoring fiscal responsibility and eliminating the misuse of taxpayer dollars. Now it’s the Senate’s turn to act. Americans deserve a government that funds core priorities—not globalist institutions, radical social engineering, and partisan propaganda.”
AMAC Action urges the Senate to swiftly take up and pass H.R. 4 to codify these DOGE-recommended cuts and end the long-standing abuse of taxpayer funds for ideological, ineffective, and bloated federal programs.
House Passes AMAC Action-Supported HALT Fentanyl Act
On Thursday, the House passed the Senate version of the HALT Fentanyl Act (S. 331)!
This was one of the first bills AMAC Action supported this Congress, and AMAC CEO & AMAC Action Chairwoman Rebecca Weber was quoted in the press release announcing support:

The bill now goes to President Trump to sign!
