The Trump administration is set to revoke legal protections for roughly 532,000 migrants from Cuba, Haiti, Nicaragua and Venezuela (CHNV) who entered the U.S. under a Biden-era humanitarian parole program.

In October 2022, the Biden administration launched a humanitarian parole program designed to reduce illegal border crossings by allowing CHNV migrants to enter the U.S. legally. The program permitted up to 30,000 migrants per month from the those countries to fly into the U.S. and obtain temporary legal status for two years—provided they had a financial sponsor already living in the country.

However, a U.S. Citizenship and Immigration Services (USCIS) internal review in July 2024 revealed rampant fraud, prompting the Biden administration to temporarily pause the program. Investigators found that thousands of sponsors had submitted fake Social Security numbers, invalid phone numbers and reused the same physical addresses across multiple applications.

According to a Department of Homeland Security (DHS) spokesperson, the Biden administration “loosely vetted” migrants to enter the U.S., lying to Americans by saying the program “undercut American workers.”

“They allowed more than half a million loosely vetted aliens from Cuba, Haiti, Nicaragua and Venezuela and their immediate family members to enter the United States through these disastrous parole programs; granted them opportunities to compete for American jobs and undercut American workers; forced career civil servants to promote the programs even when fraud was identified; and then blamed Republicans in Congress for the chaos that ensued and the crime that followed,” the spokesperson revealed.

In line with this, the DHS posted a notice in the Federal Register that the work permits and deportation protections for roughly 532,000 CHNV migrants will be terminated on April 24.

“Parolees without a lawful basis to remain in the United States following this termination of the CHNV parole programs must depart the United States before their parole termination date,” the notice stated. Additionally, the DHS warned that it will promptly remove migrants who fail leave by the deadline and lack another legal pathway to stay.

Trump administration to revoke all humanitarian parole programs established under the Biden administration

On his first day back in office, President Donald Trump officially terminated all humanitarian parole programs established under President Joe Biden, halting all new applications.

So aside from the deportation of over 530,000 CHNV migrants, Trump also said earlier this March that he is considering revoking temporary legal status for approximately 240,000 Ukrainians who fled the war with Russia.

“We’re not looking to hurt anybody, we’re certainly not looking to hurt them, and I’m looking at that,” Trump said in the Oval Office when asked about revoking the Ukrainians’ status and deporting them at that time. “There were some people that think that’s appropriate, and some people don’t, and I’ll be making the decision pretty soon.”

This move will affect more than 1.8 million migrants. It includes 70,000 Afghans who escaped the Taliban’s takeover of Afghanistan, one million migrants who scheduled legal border crossings via the Customs and Border Protection (CBP) One app and thousands more in smaller programs, including family reunification initiatives for Latin American and Caribbean nationals.
