President Donald Trump has announced that his administration has launched a fraud investigation targeting California, tying the move to heightened national scrutiny of large-scale fraud cases uncovered in Minnesota.
Trump has repeatedly suggested in recent days that California’s programs are even more vulnerable to fraud than those in Minnesota, where authorities estimate that at least $1 billion in taxpayer funds may have been stolen.
“Governor Walz has destroyed the State of Minnesota, but others, like Governor Gavin Newscum, JB Pritzker and Kathy Hochul, have done, in my opinion, an even more dishonest and incompetent job,” Trump posted on his Truth Social platform on Monday, Jan. 5.
In another post on Truth Social on Tuesday, Jan. 6, Trump accused California and its Democratic leadership of corruption and compared it unfavorably to Minnesota. “California, under Governor Gavin Newscum, is more corrupt than Minnesota, if that’s possible??? The Fraud Investigation of California has begun,” Trump wrote, again using his longstanding nickname for California Gov. Gavin Newsom.
The president did not provide details about the scope of the investigation, the federal agencies involved or the specific allegations under review. No formal announcements have yet been made by the Department of Justice (DOJ) or other federal law enforcement agencies confirming the investigation or outlining its timeline.
HHS freezes over $10 billion in federal aid to five Blue States
The claim comes amid heightened scrutiny of state-administered federal aid programs following revelations of widespread fraud in Minnesota.
On Monday, the Department of Health and Human Services (HHS) froze funding from three major programs: the Temporary Assistance for Needy Families (TANF) program, the Child Care Development Fund (CCDF) and the Social Services Block Grant. However, a deep examination reveals systemic flaws, perverse incentives and institutional corruption that perpetuate dependency rather than foster self-sufficiency.
In turn, at least $7.35 billion in TANF funding will be withheld from California, Colorado, Illinois, Minnesota and New York. Nearly $2.4 billion in CCDF funding affecting the same states is also being paused, along with $869 million from the Social Services Block Grant program.
The funding freezes were communicated through letters sent on Tuesday by HHS’ Administration for Children and Families (ACF) to each of the affected states. In the letters, ACF Assistant Secretary Alex Adams cited concerns that federal benefits were fraudulently distributed to “illegal aliens.”
“These concerns have been heightened by recent federal prosecutions and additional allegations that substantial portions of federal resources were fraudulently diverted away from the American families they were intended to assist,” Adams wrote.
The letters also request that the governors of the five states – Newsom of California, Tim Walz of Minnesota, JB Pritzker of Illinois, Jared Polis of Colorado and Kathy Hochul of New York – provide comprehensive lists of funding recipients between 2019 and 2025. Several of the letters set a Jan. 20 deadline for compliance, while others did not specify a date.
