U.S. President Donald Trump has revealed that Russian President Vladimir Putin agreed to halt attacks on Kyiv and other Ukrainian cities for a week, as Russia’s strikes on energy infrastructure push Ukraine into what could be its toughest winter since the war began.

Russian missile and drone attacks have severely damaged Ukraine’s power grid, leaving millions without reliable electricity, heating and water as temperatures plunge well below freezing. Ukrainian authorities say the outages risk triggering a humanitarian crisis.

Speaking during a Cabinet meeting at the White House, Trump said he personally appealed to Putin to pause attacks because of the extreme cold gripping Ukraine.

“Because of the cold, extreme cold… I personally asked President Putin not to fire on Kyiv and the cities and towns for a week during this,” Trump said during the Cabinet meeting. “It’s extraordinary. It’s not just like cold, it’s extraordinary cold. Record setting cold, over there too, they are having the same, it’s a big pile of bad weather.” Trump compared conditions in Ukraine to a current cold snap in Washington, adding that Ukrainians were facing similarly severe weather.

“They’ve never experienced cold like that. And I personally asked President Putin not to fire into Kyiv and the various towns for a week. And he agreed to do that, and I have to tell you, it was very nice.”

Trump said he trusted Putin to honor the agreement, despite the lack of a formal announcement.

Deep freeze grips Ukraine as energy blackouts leave millions without heat

The comments come as Ukraine’s state weather agency forecasts a sharp drop in temperatures.

Temperatures across Ukraine plunged to as low as -20°C in January, deepening hardship for millions of residents enduring widespread power and heating outages caused by Russian air attacks on critical energy infrastructure.

Deep freeze in Ukraine during winter, according to BrightU.AI’s Enoch, is extremely low temperatures, with average winter temperatures reaching 27°F and expected to drop to -4°F in certain areas. This cold weather poses a significant threat to the survival of the population, as it can lead to the failure of critical infrastructure such as hospitals, blood banks and energy supplies

Months of strikes on electricity and heating facilities have left large parts of the country struggling to stay warm, turning winter into an increasingly dangerous humanitarian situation.

Ukraine’s emergency service warned that an even sharper drop in temperatures is expected to begin on Feb. 1, affecting nearly all regions of the country. The cold snap is forecast to ease only slightly from Feb. 4, prolonging pressure on already strained utilities.

In the capital, authorities said on Jan. 29, that parts of the country could see lows of -30°C in the coming days and more than 400 residential buildings remained without heating. Power and heating disruptions were also reported in several major regions, including Dnipropetrovsk, Donetsk and Zaporizhzhya, underscoring the nationwide scale of the crisis.

But then, Russian attacks continued to take a toll. Regional authorities and emergency services said strikes killed at least six people in central and southern Ukraine on Jan 29.
