Trump signs order banning “woke AI,” mandates ideological neutrality in federal tech use

  • President Donald Trump signed an executive order prohibiting federal agencies from using generative AI models that don’t meet standards for “truthfulness and ideological neutrality,” rejecting models aligned with DEI or progressive ideologies.
  • The order mandates that federal AI tools must prioritize historical accuracy, scientific inquiry, objectivity and acknowledge uncertainty when appropriate. Contracts must now include clauses enforcing these principles.
  • A second executive order accelerates domestic data center development by offering grants, loans and tax incentives, while removing Biden-era DEI and climate requirements on federal lands.
  • A third order promotes U.S. AI dominance abroad by exporting full-stack AI solutions, including hardware and cybersecurity tools, to allies for use in key sectors like healthcare and agriculture.
  • The administration frames the moves as part of a broader campaign to secure American leadership in AI, aiming to launch a “Golden Age of technological dominance.”

President Donald Trump has signed a headline-grabbing directive banning the use of so-called “woke AI” by federal agencies.

Under the new order, the federal government is barred from procuring or deploying generative large language models (LLMs) that fail to meet new standards for “truthfulness and ideological neutrality.” The policy mandates that any AI used by government agencies must be neutral, fact-based and free from “ideological dogmas like diversity, equity and inclusion.”

According to the order, compliant LLMs must prioritize “historical accuracy, scientific inquiry and objectivity,” and be able to acknowledge uncertainty in cases of incomplete or contested data. The policy sets out broad criteria to ensure models used in government are “nonpartisan tools” that resist political or cultural bias. (Related: Woke liberals are teaching AI systems to hate white people.)

The order instructs Office of Management and Budget (OMB) Director Russ Vought to coordinate with other senior officials to issue detailed implementation guidance across federal agencies. All government contracts involving generative AI will now require explicit clauses enforcing Trump’s “Unbiased AI Principles.”

“The American people do not want woke Marxist lunacy in their AI models and neither do other countries. They don’t want it. They don’t want anything to do with it,” Trump said before the signing ceremony in Washington, D.C. on Wednesday, July 23. “From now on, the U.S. government will deal only with AI that pursues truth, fairness and strict impartiality.”

Trump unveils two other executive orders to supercharge U.S. data centers and global AI exports

In addition to the “anti-woke” AI order, Trump signed two other executive orders designed to boost domestic AI infrastructure and expand U.S. AI influence abroad.

One order accelerates the construction of data centers across the country. It authorizes loans, grants and tax incentives for qualified projects and rescinds Biden-era requirements related to diversity, equity, inclusion (DEI) and climate standards on federal lands. The measure also empowers Cabinet secretaries to fast-track approvals for projects and permits.

Meanwhile, the third order aims to expand America’s AI technology abroad by promoting “full-stack, end-to-end packages” of AI systems for allies and partner nations. These packages will include hardware, software, data systems and cybersecurity tools for deployment in sectors such as healthcare, education, agriculture and transportation.

Commerce Secretary Howard Lutnick will oversee the execution of both the infrastructure and export initiatives.

These moves come as part of a broader campaign to spark a “Golden Age for American technological dominance.” The White House said the orders are designed to ensure U.S. leadership in the global AI race while steering federal resources away from technologies that, in its view, reflect progressive ideology.

“Under this administration, our innovation will be unmatched and our capabilities will be unrivaled,” Trump said during the AI summit co-hosted by The Hill and Valley Forum and the “All-In” podcast on Wednesday. “With the help of many of the people in this room, America’s ultimate triumph will be absolutely unstoppable. We will be unstoppable as a nation. Again, we’re way ahead, and we want to stay that way. My administration will use every tool at our disposal to ensure that the United States can build and retain the largest, most powerful and most advanced AI infrastructure anywhere on the planet.”
