“We’re going in,” Trump told reporters on Tuesday, Sept. 2, in the Oval Office, referencing Chicago. “I didn’t say when… but we have the right to do it. I have an obligation to protect this country and that includes Baltimore.” Trump’s justification for the intervention focused on high-profile incidents, including Labor Day weekend shootings in Chicago.
However, state and local leaders claimed that such action is unnecessary and politically motivated. For instance, Illinois Gov. JB Pritzker, considered a possible 2028 Democratic presidential contender, dismissed the president’s remarks as “unhinged.”
“No, I will not call the president asking him to send troops to Chicago,” Pritzker said during a press conference with Chicago Mayor Brandon Johnson and other Illinois leaders on Tuesday. “I’ve made that clear already.” Pritzker then revealed that the first state contact about federal intervention came just days earlier, when the head of the Illinois State Police received a call from a Border Patrol official in California, offering vague details about immigration agents being sent to Chicago. In Baltimore, officials expressed similar opposition. Maryland Gov. Wes Moore has publicly rejected any federal deployment, calling the use of the National Guard for urban policing “theatrical and not sustainable.” Baltimore Mayor Brandon Scott accused the president of using inflammatory rhetoric to score political points and of targeting Black-led cities.
But despite all the opposition, Trump said his administration will still “do it anyway.”
Trump plans to deploy federal authorities to Democratic-led cities with immigrant-rich neighborhoods
The announcement mirrors Trump’s action in other Democratic-led cities.
For instance, Trump started deploying National Guard troops and federal immigration officers to MacArthur Park in Los Angeles on July 8 to conduct a brief and heavily militarized operation. For roughly an hour, about 90 members of the California National Guard, joined by federal agents on foot, horseback and in military vehicles, swept through the park in the heart of a dense immigrant neighborhood before abruptly withdrawing.
MacArthur Park, located about two miles west of downtown, sits in a neighborhood known for its rich cultural diversity and large immigrant populations, particularly from Mexico and Central America. The area, often referred to by local officials as the “Ellis Island of the West Coast,” is lined with businesses displaying signs in Spanish, Korean, Tagalog and other languages. The park’s open-air soccer fields, lake and bustling vendor stalls are frequented by working-class immigrant families.
