A recent Daily Caller News Foundation (DCNF) investigation has revealed that Democratic vice-presidential nominee and Minnesota Gov. Tim Walz appointed to a key state board a law professor affiliated with a political faction linked to the Chinese Communist Party (CCP).
According to the DCNF investigation, Walz appointed Chang Wang, a professor and member of the CCP-aligned organization China Association for Promoting Democracy (CAPD) since 2007, to the Council on Asian Pacific Minnesotans (CAPM) in May 2020. Wang, currently listed as a senior associate professor of law at the Beijing-based China University of Political Science and Law, now serves as the interim chair of the CAPM.
The CAPM advises the government of Minnesota on the legal, social and political issues facing the Asian-American community. Meanwhile, the CAPD, which operates under the CCP, acts as an advisor to the political structure of China, despite its use of the word “democracy” in its name.
Based on the DCNF investigation, Chinese authorities have recognized Wang on multiple occasions since joining CAPM and have submitted policy proposals that the Chinese government accepted. For instance, in November 2021, the CAPD awarded him the “National Advanced Information Worker For Reflecting Societal Sentiments And The People’s Opinion.” Wang also received support for his legal research on international cybercrime from China’s Supreme People’s Procuratorate in 2021.
This involvement of Wang with CAPD has been documented in several online profiles but was notably removed from his biography on the University of Minnesota‘s China Center website between January and July 2023. However, the official website of CAPD still lists Wang as a member of its Central Civil and Judiciary Committee.
Despite this, Wang downplayed the connection, telling DCNF that his only ties to China are his elderly parents. Wang previously shared with China Insight that his parents were “senior scientists” at “Academia Sinica,” the historic name for the Chinese Academy of Sciences (CAS).
In line with this, past media reports have resurfaced comments from Walz in 1991, where he allegedly told high school students that communism “means everyone is the same and everyone shares,” seemingly praising the ideology. More recently, the DCNF reported that Walz also participated in various events organized by members of a Minnesota nonprofit linked to a CCP influence and intelligence agency. The investigation also revealed that individuals from this nonprofit and related groups held a fundraiser for the 2022 gubernatorial reelection campaign of the Minnesota governor.
Political experts question Walz’s appointment of someone with CCP affiliation
John Dotson, the deputy director of the Global Taiwan Institute and a former U.S. Navy intelligence officer, warned that organizations like CAPD are part of the CCP’s strategy to create a façade of political pluralism in China.
“Anyone who is a member of one of the ‘eight democratic parties’ should be understood as a CCP member, subject to Party directives, etcetera,” said Dotson. “In reality, these eight nominal political parties are simply adjuncts of the CCP.”
Steve Yates, the chair of the China Policy Initiative at the America First Policy Institute and a former Chinese language analyst for the National Security Agency, described CAS as a “privileged institution” that is “tightly monitored” by the CCP. “For someone to have two parents in that entity, it is the equivalent of being not just a made man, but a made family,” Yates said.
Yates questioned the lack of vetting and the value of appointing someone with ties to a Chinese entity like Wang.
“You would think that there would be some screening,” Yates told the DCNF. “Of what possible value-add is someone with ties to that entity in China to the citizens of the United States or Minnesota, and why would a governor with a generation of experience coming and going to the People’s Republic of China want someone from that world having privileged access to advise leaders in Minnesota on any issue?”
Gordon Chang, a China expert and author, echoed these statements. “Walz appointing a Chinese Communist stooge doesn’t automatically make him a Chinese Communist supporter,” Chang said. “But who other than a Chinese Communist supporter would do that?”
