The “General’s Plan”: Israel carries out ethnic cleansing campaign on trapped and starving people in northern Gaza
Israel is carrying out a genocidal ethnic cleansing operation in northern Gaza known as the “General’s Plan.” According to The Cradle, the plan is Israel’s effort to expel as many civilians as possible from northern Gaza and starve the 300,000 remaining inhabitants in the area.
Palestinians are forced to decide whether to stay in their homes or flee to the south.
On Oct. 14, Israeli artillery fire struck the food distribution center in Jabalia refugee camp, killing 10 people. As per the United Nations Agency for Palestinian Refugees (UNRWA), the shells hit inside and outside the distribution center while hungry people were trying to get food handouts.
During the same day, Israeli forces also bombed tent shelters in the Al-Aqsa Martyrs Hospital complex. Many were burned to death. Dozens suffered burns before rescue workers were able to put out the fires.
Moreover, 11 people were killed by Israeli fire the next day near the Al-Falouja neighborhood in Jabalia camp, according to Palestinian health officials. Ten more were killed by an Israeli missile that targeted a house in Bani Suhaila in Khan Yunis.
An Israeli airstrike on the same day also destroyed three houses in the Sabra suburb of Gaza City. Two bodies were recovered from the destroyed homes, while 12 others at the time of the strike remain missing. Five more were killed when a house was struck in the Nuseirat camp in central Gaza.
“The secretary-general condemns the large number of civilian casualties in the intensifying Israeli campaign in northern Gaza, including its schools, displacing sheltered Palestinian civilians,” the spokesperson of UN Secretary-General Antonio Guterres told reporters at a news conference in New York.
The UN warned that more than 50,000 people had already fled Jabalia. However, many are still trapped in their homes because Israeli strikes do not stop. Others refuse to flee, knowing Israeli forces would likely never let them return even after the fighting ends.
The “General’s Plan,” put forward by retired Israeli Defense Forces Maj. Gen. Giora Eiland, was published in late September 2024 by the Forum of Commanders and Soldiers in the Reserves, an Israeli NGO that defines itself as a professional body with more than 1,500 army officers.
This suggestion by a group of senior reservists involves ethnically cleansing the northern Gaza Strip of people and then besieging the region, including stopping the entry of humanitarian supplies, to starve out anyone left, including Palestinian fighters. Al Jazeera: “General’s Plan” unlikely to succeed
The said plan generally involves fully forcing Palestinians out of northern Gaza because as soon as the area is cleared of its inhabitants, the Israeli army would declare it a closed military zone, denying access to Palestinians to their homes and land.
The “General’s Plan” might succeed if Israel proceeds without time or resource constraints, Al Jazeera’s Samer Jaber wrote.
“However, it is unlikely that the Israeli military can sustain operations in Gaza indefinitely, especially with the ongoing war with Lebanon demanding significant troop deployments and strategic focus and with the potential for escalation with Iran,” Jaber pointed out.
He also argued that it is questionable how long Israeli forces can maintain their positions in northern Gaza without suffering burgeoning casualties from the Palestinian resistance.
Moreover, Arab countries, particularly Egypt and Jordan, have consistently opposed any large-scale transfer of the Palestinian population out of the Gaza Strip. Ethnic cleansing could be the first step toward expelling Palestinians beyond the Strip’s borders. This may compel Arab countries to act beyond the usual verbal condemnations.
Analysts also warn Netanyahu that although President Joe Biden may have expressed unwavering support for Tel Aviv over the past year, his administration is about to end soon.
